No comment - just a couple of questions.

1)Is setting targets for CEOs to perform to illegal, or just advisory.

2) If illegal, what punishment is due for both Councils and parking companies who continue to set targets and do so in writing?

A small fine - a big fine - banned from working in parking any more?

I have never been able to find out.
