In fact, my Mother if she lived in Tory Westminster would be liable for both the meals on wheels charge and the motorcycle tax. No doubt she would also have to pay the bulk rubbish charge too from time to time, being unable to carry large items to the dump on the back of her scooter.

Only someone who falls into the demographic of being an OAP who rides a motorbike, has a car parking space and has an old fridge to dispose of will actually pay £400 a year extra.

Are there many people like that who are Westminster residents.

And how are motorcyclists - the people who will pay most - &#039;vulnerable&#039;? 

And surely we should pay extra for bulky waste items to be disposed of? Isn&#039;t this all part and parcel of going green?
